David Hylton, MS, SPHR
Diversity & Employee Relations Specialist
David was the Human Resources Director at Harlem United, a full fledged community health center in New York City that supports veterans, coordinates LGBT support groups, and provides medical care to individuals impacted with homelessness and AIDS.
At Harlem United, David directed the recruitment, HRIS, employee relations, and benefits functions. He led the implementation of an HRIS system that included, payroll, HRIS, performance management and timekeeping portals to improve funder compliance. Additionally, he developed an investigative process to develop the HR Generalist, enhance compliance and manage employer risk. This led to creating metrics to identify trends and reorganize job descriptions for consistency.
Prior to his work at Harlem United, David worked in multiple roles at the YAI Network, a large multi-agency non-profit agency headquartered in New York. While at YAI, he provided HR support for over 6,000 employees within seven separate 501c agencies. As a Human Resources Business Partner he developed creative strategies to reduce millions of dollars in benefits cost. Additionally, David managed benefits, performance management, employee relations, workplace investigations and successfully passed multiple federal and state audits. He drove change and supported management and succession planning through his development and leadership of and Employee Resource Group (ERG). His efforts to begin an ERG led to him authoring an article chronicling the journey in a National Diversity Magazine.
Prior to these roles, David worked at Oxford Health Plans where he managed claims teams, and managed corporate health care accounts. David received his MS in Organizational Development and HR Management from Manhattanville College in Purchase, NY and his BS in Business Management from The Lincoln University in Pennsylvania. He holds the SHRM Senior Certified Professional (SHRM-SCP). David has presented on HR and Diversity at local Universities such as NYU, Fordham University and Manhattanville College. He is a member of the Human Resources Association of New York (HR/NY), the largest human resources chapter in the world and the New York tri-state area’s largest association of human resources practitioners.
